CHILMARK PERSONNEL BOARD MEETING JANUARY 5, 2007

CALL TO ORDER:  8:05 AM  

PRESENT:  Members Jennie Greene, Susan Heilbron and Richard Williams.  Also present:  Staff Liaison Polly McDowell, Selectmen’s Liaison Riggs Parker, Chuck Hodgkinson, John Larsen, Stanly Larsen, Jimmy Morgan and Dave Norton.  Absent:  Executive Secretary Tim Carroll and Max McCreery.

MEETING MINUTES:  The 12/21/06 meeting minutes were reviewed and discussed.  Ms. Heilbron made a motion to approve the minutes as presented.  Mr. Williams seconded and the vote was unanimous in favor.

SHELLFISH CONSTABLE JOB DESCRIPTION:  The Board welcomed the three members of the Shellfish Restoration Committee and complimented the progress they have made.  The revised job description and title of Shellfish Constable and Shellfish Propagation Officer was reviewed along with the previous job responsibilities analysis and new grade 10 pay rating.

The Restoration Committee explained the desired Shellfish Department structure.  They proposed having one full-time, 40–hour per week Shellfish Constable who would also serve as the Shellfish Propagation Officer.  A part-time Assistant Shellfish Constable may or may no be needed as a year-round or seasonal position.  The Board explained how they arrived at a grade ten pay rating for the new job description.  There was much discussion of whether or not this pay rate was too high for the position.  The Restoration Committee expressed its desire to have the new 40-hour per week position have the same job grade as the current Shellfish Constable – grade 8.  

Mr. Parker referred to the Commonwealth’s statute outlining the “shellfish management” responsibilities for a shellfish or deputy shellfish constable.  He summarized that the definition implies propagation is included in the shellfish constable duties and therefore does not permit a change in the official shellfish constable job title.

After further discussion the Restoration Committee clarified its recommendation by stating it is their intent to add many more specific propagation duties to the current shellfish constable job description thus justifying the total weekly hours of 40 – versus the current weekly shellfish constable budget of 20 hours per week.

The Board agreed with the Restoration Committee’s assessment.  Ms. Heilbron made a subsequent motion to revise the Personnel Board’s recommended pay grade for the new Shellfish Constable job description from Grade 10 to Grade 8 – its current pay grade.  The motion was seconded and unanimously approved.

Chuck H. offered to revise the draft new job description to be more consistent with the state statute and reflect the day’s discussions.  A draft Assistant Shellfish Constable job description will also be created for the Restoration Committee’s review at their next meeting on Tuesday, January 9 @ 4:00 PM.
FIRE CHIEF TOWN BENEFITS:  Fire Chief Dave Norton summarized how his current job duties and hours are not accurately reflected in the current Fire Chief job description.  He continued and asked if the Fire Chief position is eligible to receive subsidized Town employment benefits – as a benefits eligible employee.  The Board agreed to research the issue and asked Chuck H. to contact the Town’s legal counsel.  The Board also agreed to re-visit and update the Fire Chief job description accordingly.

With no further business to discuss the meeting adjourned at 11:15 AM.
